Blink and You'll Miss It can be unlocked during the The Final Battle Over the Natural Order Main Mission. You may need to clear the Yaro-Kei Ramen side mission first before this becomes available.

To start Blink and You'll Miss It, head to Akihabara Station: Electric Town South Exit and speak with Asuna Shiroki.

Talk to Asuna Akihabara
Take a taxi to Akihabara Station: Electric Town South Exit. Asuna Shiroki and Dr. Simmons should be nearby. Talk to her about the UFOs.

Talk to Dr Simmons Repeatedly
You'll be taken to a ramen shop, where you'll be asked to wait. Instead, keep talking to Dr. Simmons to progress through the quest. Around the 4th time you speak to her, you'll be engaged in a battle.
3 Defeat Kentaurosmon when it appears to complete the mission. This should also unlock The Beautiful Knight Corps.
