Talk to Dr. Simmons in Rebellion Village
Talk to Dr. Simmons in Rebellion Village.

Enter the Research Division
Go to the lab area at the back of Rebellion Village. Enter the Research Division.

Where to Find the ID
After talking to Dr. Simmons in one of the rooms, you have to find an ID to gain access to the lab proper. First go to D1 and interact with the PC on the desk to potentially locate the ID.

Go to C4 - Whiteboard
Next, go to C4 and interact with the whiteboard by the door.
3.2
Go to E4 - File
Then, go to E4 and interact with the stack of papers directly in front of the door. Here you will learn that one of the Digimon patrolling the facility has the ID.
3.3
Take ID from Security Ebemon
Tail the security Ebemon roaming the facility. This Ebemon is marked on the map so you can easily know where it is. You can approach it from behind and press the button to take the ID without fighting it.

Defeat Digimon Security
Return to Dr. Simmons. While she attempts to find entry to the lab, fight the security Digimon outside the room.

Go to the Lab
After defeating security, enter the lab to find Vulcanusmon's body there. Leave the lab to return to Shinjuku.

Go to the Government Building
Go to the roof of the Misono home to talk to Pegasusmon, which will take you to the government building. A cutscene will trigger and you will end up in the In-Between Theater instead. Leave the theater to find yourself back in the lab.

Fight Power Loader
After re-entering the lab, you will find Vulcanusmon alive. Escape the lab with Vulcanusmon until you reach the exit, where Power Loader will appear. Defeat Power Loader.

8 After beating the boss, you will be sent to the In-Between Theater. Leave the theater to end the mission.

Power Loader's Pulse Gun move paralyzes your Digimon. Make sure you have a stock of Paralysis Recovery readily available whenever a Digimon is immobilized.
