To start Duels Must Be Fair, head to Misono Detective Agency and speak with Hiroko Sagisaka. You can reach this by going to the back alley of Higashi-Shinjuku and going to Shinjuku East Shopping District.

Talk to Hiroko Sagisaka
Talk to Hiroko Sagisaka in the Misono Detective Agency about the phase electron lifeforms.
2 You'll arrive in Shinjuku: Kabukicho, Theater Square where you'll find Dynasmon. Defeat Dynasmon to continue the mission.
3 After beating Dynasmon, you'll immediately start a battle against Megadramon. Defeat it to clear the mission.

Bringing Virus Digimon would be best for this side mission as Dynasmon is weak to them, while it's neutral against Megadramon. If you want to bring a Digimon specifically for Megadramon, consider having a Vaccine attribute Digimon as well.

Against Dynasmon, Plant element skills would be best since these can also be used to hit Megadramon without dealing with resistances. However, you can also use Earth skills for Dynasmon if you have them. If you also have Electricity and Steel skills, these are best against Megadramon.
