The Worthy can be unlocked during the The Final Battle Over the Natural Order Main Mission. The side mission Veemon's Growth should also be cleared to unlock this quest.

Meet UlforceVeedramon in Abyss Sanctuary

UlforceVeedramon Abyss Sanctuary

To start The Worthy, head to Abyss Sanctuary (Present Day) and speak with UlforceVeedramon. It is recommended to use Birdramon to go to the throne room and go to UlforceVeedramon's location from there.

The Worthy Walkthrough

Mission Guide
1 Talk to UlforceVeedramon in Abyss Sanctuary and listen to the request.
2 You'll be taken to Neptunemon and will need to fight it.
3 After the battle, you'll be in Factorial Town, where you'll need to meet up with UlforceVeedramon. Talk to it to complete the mission and unlock To My Dearest.
