Minervamon's Decision can be unlocked during The Final Battle over the Natural Order Main Mission. You'll also need to finish the Side Mission, Triumph Is Mine, to unlock it.

Once the Side Mission is unlocked, you'll receive a message from Minervamon in your Digivice!

Meet Minervamon in Central Town: Downtown

Minervamon

To start Minervamon's Decision, head to Central Town (Present Day) via Time Jump and speak with Minervamon at her house in Central Town: Downtown.

After accepting Minervamon's request, you'll be brought to Factorial Town to face Beelzemon. However, it'll ask you to look for an Iron Texture first.

If you don't already have one onhand, return to Central Town: Downtown and go through the broken fence that leads to an opening to the underground.

In the Central Town: Spiral Waterway, make your way to the Wendigomon's Crafting Shop at the circular walkway on the top floor. Here, you can ask Wendigomon to craft Iron Texture for you.

Minervamon
Return to Factorial Town to give Beelzemon the Iron Texture. It will digivolve into Beelzemon BM, and you'll need to defeat it in battle. Once you've succeeded, Minervamon will give you your rewards.

How to Get Iron Texture

Minervamon

You can get Iron Texture by exchanging materials with the Wendigomon at the Central Town: Spiral Waterway.

The following materials can be exchanged to get Iron Texture: Rusty Iron Texture, Mineral Texture, Clear Sky-Blue Texture, Blackish Texture, Arched Model, and Leaf Model.

How to Beat Beelzemon BM

Beelzemon BM is a Virus type that's weak to Light and Earth. You can use Vaccine digimon like ShineGreymon, BanchoLeomon, and Cherubimon (Good) to also target Beelzemon's Light weakness.

Before the fight, try to build up your CP to buff your entire party's stats with Cross Art: High Field. You can also use Lightning Shower from Aegiochusmon: Holy to further reduce Beelzemon BM's resistance to Light.
