Yes, Maxing Levels Before Digivolving Will Produce Higher Stats and Talent

Maximizing your Digimon's levels based on the Talent cap before Digivolving them will warrant a stronger Digimon in your party. If you Digivolve your Digimon at a high level, the higher the Talent Cap will become.

Additionally, having a close Bond with your Digimon will allow them to receive more Cumulative Stats, which are the additional stats indicated beside your Digimon's base stats in the menu. You can grind for levels by defeating enemy Digimons or through load enhancement.
