All Eyes on Me! can be unlocked during the The Final Battle Over the Natural Order Main Mission. You'll also need to finish the Side Mission, A Gift from the Hosts, to unlock it.
Once the Side Mission is unlocked, Time Jump to Higashi-Shinjuku: Back Alley (8 Years Ago) and you'll receive a message from Etemon in your Digivice!

| 1 |  You’ll need to search around Shinjuku and Akihabara to find Etemon’s Soul Bit. Once you spot one, use DigiAttack to capture it. |
| 2 |  You can find the 1st Soul Bit in Higashi-Shinjuku: Vision Square (8 Years Ago), located at the center of the map. You can reach this area by heading south from Higashi-Shinjuku: Koshu-Kaido Intersection (8 Years Ago). |
| 3 |  You can find the 2nd Soul Bit in Higashi-Shinjuku: Koshu-Kaido Intersection (8 Years Ago), located in the southern part of the map, hanging from a tree. You can reach this area by heading north from Higashi-Shinjuku: Vision Square (8 Years Ago). |
| 4 |  You can find the 3rd Soul Bit in Shinjuku Underground Town: Subroad (8 Years Ago), located in the southwest part of the map. You can reach this area by taking the stairs down from Higashi-Shinjuku: Vision Square (8 Years Ago). |
| 5 |  You can find the 4th Soul Bit in Marunonaka Line: Shinjuku Station (8 Years Ago), located in the northern part of the map, lying on the ground. You can reach this area by taking the southern stairs down from Shinjuku Underground Town: Subroad (8 Years Ago). |
| 6 |  You can find the 5th Soul Bit inside Nakazawa Gourmet Coffee, located in the northern part of Higashi-Shinjuku: Koshu-Kaido Intersection (8 Years Ago). |
| 7 |  You can find the 6th Soul Bit in Seibu-Shinjuku: Overbridge Intersection (8 Years Ago), located in the western part of the map, hanging from the ceiling. You can reach this area by taking the western road from Higashi-Shinjuku: Vision Square (8 Years Ago) |
| 8 |  You can find the 7th Soul Bit in Shinjuku: A Certain Back Alley (8 Years Ago), located in the southern part of the map. You can reach this area by heading southwest from Shinjuku: East Shopping District (8 Years Ago) or by using Time Jump from The In-Between Theater. |
| 9 |  You can find the 8th Soul Bit in Shinjuku Station: East Gate (8 Years Ago), located in the eastern part of the map. You can reach this area by entering Shinjuku Station from the south side of Higashi-Shinjuku: Vision Square (8 Years Ago). |

| 11 |  You can find the 10th Soul Bit in Akihabara Station: Electric Town South Exit (8 Years Ago), located along the right side of the street. You can reach this area by taking a taxi and selecting the location with the same name. |
| 12 |  You can find the 11th Soul Bit in Akihabara: A Certain Back Alley (8 Years Ago), located in the northeast part of the map. You can reach this area by heading north from Akihabara Station: Electric Town South Exit (8 Years Ago). |

| 14 |  You can find the 13th Soul Bit in Shinjuku Park: Waterfall Plaza (8 Years Ago), located in the eastern part of the map, hanging from a tree. You can reach this area by heading northeast from Tokyo Metropolitan Government Building: Exterior (8 Years Ago). |

| 16 |  You can find the 15th Soul Bit in Shinjuku Underground Waterway: North Block (8 Years Ago), located in the southern part of the map. You can reach this area by climbing down the ladder found in the northeast section of Shinjuku: A Certain Back Alley (8 Years Ago). |
| 17 |  You can find the 16th Soul Bit in Shinjuku Underground Waterway: South Block (8 Years Ago), located in the southeast part of the map. You can access this area by heading to Shinjuku Park: Community Forest, which is northeast of Shinjuku Park: Waterfall Plaza (8 Years Ago). |
| 18 |  You can find the 17th Soul Bit in Shinjuku Underground Reservoir (8 Years Ago), located in the northwest part of the map. You can reach this area by heading east from Shinjuku Underground Waterway: North Block (8 Years Ago). |
| 19 |  After finding all of Etemon's Soul Bit, return to the In-Between Theater to receive a message from Etemon, marking the completion of the mission. |
