After accepting the request, you'll be brought to Shellmon's house to look for clues. Investigate the pile of boxes next to the bed to find Shellmon's diary.

The Color the Water Speaks Of Step 2
You'll need to look for a purple aquatic plant in the water. This can be found by inspecting the sparkling spot a bit west of the yellow circle's center.

Return to Kamemon and give the purple aquatic plant. To conclude the quest, remind Kamemon that Shellmon wrote Blue for water true.
