Power Loader is not weak to anything in particular, so any kind of Digimon with high stats and powerful skills can take on the boss. You can bring Digimon with skills that debuff Power Loader, like Coredramon's Blue Flare Breath, which has good firepower on top of a defense debuff.
However, because the boss deals AoE damage and applies Paralysis, it is still advisable to bring a Digimon that can heal and clear teammates of status ailments. MagnaAngemon, for example, is a great healer Digimon with Heal and Meditator attachment skills equipped by default.

Power Loader is not weak to any attribute or element, making it a neutral fight where you simply depend on any combination of attacks. With this in mind, bring your strongest Digimon to make quick work of the Power Loader fight.

Power Loader's Grenade Launcher attack deals AoE Null damage to your Digimon, so it is beneficial to consider assembling a team that is resistant to Null.

Power Loader's Pulse Gun easily paralyzes your Digimon with one hit, so bring Paralysis Recovery items in advance to undo its effect. Otherwise, a Digimon with the Meditator skill can clear it.
