Hidden Honey Base Strikes Back can be unlocked during The Destruction of All Order Main Mission. You'll also need to finish the Side Mission, Secret of the Hidden Honey Base, to unlock it.

Once the Side Mission is unlocked, you'll receive a message from Peckmon in your Digivice!

Meet Peckmon in Gear Forest Village

Hidden Honey Base Strikes Back Start Location

To start Hidden Honey Base Strikes Back, head to Gear Forest Village and speak with Peckmon at the southern area of the map. You'll also need to finish the Side Mission, Secret of the Hidden Honey Base, to unlock it.

TigerVespamon is a Virus digimon that's weak to Electricity and Water attacks. You can use Vaccine digimon like Zudomon, Parrotmon, and Andromon to target TigerVespamon's weaknesses.

Use Aegiomon's Aegiochusmon form to lower TigerVespamon's Electricity resistance even further with the Lightning Pile skill. Then, you can have your team drop their strongest Electricity attacks to take down TigerVespamon much faster.
