You can find this ingot in the east room of Leah Villa Garrison's main building. There are two lock doors you'll have to open. Get the key in the center part of the building and use it to unlock the first door. You can unlock the second one if you shoot its lock from the outside. Get the ingot on a treasure box once inside.
