When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
The best IVs for Rearmed Hinoka are +Spd and -Res. Hinoka's Spd is among the highest in the game at base 48, raised to base 52 with a superboon. She will need the additional boost from IVs to compete with the fastest metagame units and avoid receiving follow-up attacks from them.
Hinoka's Res is her least important stat and can be safely taken as a bane as it won't impact any of her matchups.
We recommend +Spd when merging Rearmed Hinoka up to +10 in order to ensure she is able to keep up with all the fastest metagame units.

This build mostly uses Hinoka's base kit to be an offensive threat while providing long-distance support. Emblem Eirika Ring isn't necessary when operating on a budget, but it is helpful if you wish to add investment.

Rearmed Hinoka is a close physical attacker (range = 1). Therefore, when not accounting for the Weapon Triangle, the amount of damage she deals will be equivalent to her Atk minus the foe's Def stat.
Rearmed Hinoka's inheritable Arcane Crimson inflicts Atk/Spd/Def-5 on foes within 3 rows or 3 columns centered on her during combat, providing long-distance support for her team while also being relevant in her own battles.
In combat, Arcane Crimson grants Hinoka up to Atk/Spd/Def/Res+9, true damage and true damage reduction equal to 15% of her Atk, a Preempt Pulse effect, and 7 HP post-combat healing.
While it isn't fully loaded with effects like how exclusive weapons are, this Arcane weapon still packs a decent punch, containing all three of the common effects in modern weapons in bonus stats, true damage, and true damage reduction. The long-distance debuffs and the Preempt Pulse effect are also quite useful, giving Arcane Crimson a niche over other weapons.
Rearmed Hinoka's exclusive C skill Encouragement grants Atk/Spd+6, 【Treachery】, and 【Incited】 to Hinoka and allies within 2 spaces at the start of each turn.
Encouragement also has a long-distance support effect that inflicts Atk/Spd/Def-5, neutralizes stat bonuses, and cuts percentage-based damage reduction effects in half for all enemies within 3 rows and 3 columns. These effects stack with Arcane Crimson, allowing Hinoka to be a powerful support hero from any distance.
In combat, Encouragement grants Hinoka +7 bonus true damage, a Null Follow-Up effect, and increases the power of Potent Follow effects to 100%.
While neither of Hinoka's exclusive skills grant a Potent Follow-Up attack, her base kit's Air Superiority has this effect. Prioritize skills that grant Potent Follow-Up attacks when equipping Rearmed Hinoka!
As a flying unit, Rearmed Hinoka takes 1.5x damage from bows and weapons effective on flying units. Be sure to keep them out of the range of archers and leave them to other units.
