Obtained from Nackle in Eldin Volcano. |
While ascending Eldin Volcano, you'll find a distressed Mogma named Nackle. Talk to him and enter the chamber containing multiple Bokoblins. Defeat all enemies to get the Digging Mitts as a reward.

The Digging Mitts allows you to dig up soft soil spots to uncover Rupees, hearts, treasures, or even a new area. Simply approach the soil spot and press the A Button to dig through the dirt.
