Daiwa Scarlet (Power) is generally worse than other Power cards, including the free Winning Ticket Power SSR. Its only standout is high Initial Power, otherwise it has low Specialty Priority and doesn't have Race Bonus which limits its usefulness for race-heavy runs.
During the event however, you can use it to gain more points if you don't plan to pull for the other Support Cards.
The rare skill given by this card, Race Planner, is strictly inferior to Gourmand as it has a hidden condition of requiring to be ahead in a race. However, this usually isn't a problem for Pace Chasers, so it can still be a reliable recovery skill. However, the event that gives it is random, so you may end up with the base Preferred Position instead.
