If you need that much handholding then maybe this game isn't for you buddy. Every character has an individual section for them where it's explained which skill is good and why. What you're commenting on is a tier list for best skills for quick reference.
Not a very helpful guide. You didn't even explain best running pace to use each of the unique skills, and detailed explanation for each why each of them deserves to be at SS+, A, B or whatsoever. Who even use this lazy ass tier list for actual guide. Shame on you.
Both of the skills are missing. Please add them
Great tier list, but Pls add the missing skills listed below :)
There's no All I've Got skill
The Runaway passive skill is missing
There's no Head-on skill
There's no Early Start, End Closer skill
Up-tempo appears twice, once in rank S and once in rank A with it's rare version Killing tunes

There's no "Second Wind" skill in the tier list
it's the last one of the SS Unique skills
yeah most likely, a front runner in the back in mid race is a front runner that it's not going to win.
Second Wind is definitely B Tier, right?
Why is Corner Acceleration in A tier and Corner Adept in SS tier? Aren't they similar?
The final corner is uncapped...
Would Encroaching Shadow be high up here with the other similar late game rare skills as long as it’s on an end closer?
