Unlock By Completing The Price of Rejection Quest
Source of Power is the 2nd Capstone Skill for the Mentat. You can unlock it by completing The Price of Rejection quest from the Mentat Advanced Trainer. Do note that before you can add skill points to it, you still need to aquire the prerequisite skills.
