To get the Vestment of Virtue, you will need to progress through the story until you visit the Pool of the Cave in the present. This cannot be missed since it will be automatically given to you during the story.

Alternatively, if you talk to the woman on the 2nd floor of the Divine Shrine, you will get this armour piece earlier than at the Pool of the Cave. However, you will still get it automatically even if you missed it at the shrine, and it's not really worth going out of your way for.
