Past: Southeast of Wetlock After the Region is Submerged

Sunken Citadel is found during the story by following the Hardlypool region questline. It is entered through the vortex southwest of Wetlock.

Hardlypool Walkthrough Guide

Present: Directly East of Estard Island

Sunken Citadel can be reached by boat by sailing east from Estard Island. Simply look for a vortex southwest of Wetlock to find the Sunken Citadel and Graco's Throne Room.

Incorrect information. The chests don't require the thief's key. You have to defeat Gracos and then talk to him again. He'll unlock the chests. Wasted 5 minutes trying to figure how why the thief's key wasn't working and how to get past the "gllitch".
