Finish Events at L'Arca
To recruit Ruff, you will need to complete the events at L'Arca in the past first. Once that's done, you will get your 4th party member, and you can now play with a full team.

Ruff is the fastest character in the party, making him ideal for getting buffs and debuffs up as soon as possible. You'll want to use vocations like Luminary and Mage so he can support your physical attacker with Oomph and Sap, but you can also use other supportive vocations if you need access to other skills.
