Usable items are items with various effects that can be useful during exploration. For example, you can use Medicinal Herbs if you need to heal in a dungeon, or use stat seeds to help defeat bosses you wouldn't be able to beat without the stat increases.
Also, many usable items can be used during battle, and are extremely useful if you find yourself in a pinch or lacking MP.
As a note, some of the usable items in the game, like the Pilchard Sandwich, cannot be consumed and are only used during the story. The reason they're not classified as an important item is that they only play a minor role in the overarching story, and aren't important in the grand scheme of things.

Important items are items that are essential to progress the main story of the game. These items cannot be sold and are automatically used when they need to be used.
