You'll need 3 Clues to unlock The Arrow's identity and location. Two of these can only be found during The City of War story arc.
The First Clue is automatically unlocked once you finish To Serve The Light.
The Second Clue is found during the quest Walls and Shadows when you've entered the Temple of Mithras.
The Final Clue is obtained in the quest Firing The Arrow. His identity and location will be revealed and you'll assassinate him during this quest.

Once you've unlocked his identity, you can assassinate The Arrow either during his speech or after it. It may be easier to assassinate him after the speech because he'll walk to an area with no guards.
