Once you've completed To Serve The Light and progressed through The Song of Soma story arc, The Tang, also known as Wigmund, will be unlocked in your Order tab.
However, you cannot assassinate him freely because he's tied to a quest - An Island of Eels.

During the quest An Island of Eels, break into the Isle of Ely Monastery. You'll find The Tang hiding with a number of guards protecting him. You are free to assassinate him at this point.
