This ingot is found in a house next to the river mouth of Dublin. Climb up to the roof and shoot the breakable wood wall of the elevated part of the roof, then shoot the suspender to knock down the load. Afterwards, simply climb behind the house (the side facing the river) and climb in. Ypu will find the chest in the house.
