You can get this Nickel Ingot in a chest inside a tower near where the prisoners are in Colcestre Barracks. You'll have to find the key first to open the chest containing the ingot. You can get it inside the main building of the area (building with red banners). Use it to unlock the chest and to get the ingot inside.
