Spd Preempt is a great choice for L!female Byleth outside of Arena (because it scores less than a 300 sp skill like Seal Spd 4), also for either Yuri.

One of two things happened: 1. Your unit with Spd Preempt 3 was outsped by the Staff enemy, and thus fails the Vantage check. 2. The Staff enemy had a Dazzling Staff effect on either the weapon or the B skill.
