When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
The best IVs for Ross are +Atk and -Res. A +Atk IV maximizes the damage he deals with his double-hit weapons. As mainly an offensive unit, increasing damage is a no-brainer so you should take this IV whenever possible.
His Res is very low and is of less importance so it is safe to take as a bane.
We recommend a +Atk IV when merging Ross to 10. This is for the same reasons as above. With +10 merges, Ross' Atk stat will reach 54. This maximizes the abilities of Ross and allows him to take out a wide variety of opponents in one player phase.
54 Atk is when he has Brave Axe+ equipped.

This build leverages Ross' Spd for a spurn build. With this buid, he not only scores tons of follow-up attacks, but he can be quite bulky against slower units as well. Just be wary of skills that guarantee follow-up attacks from foes, and skills that ignore damage reduction.

Father's-Son Axe allows Ross to make more offensive attacks on player-phase turns. With the refine, it allows him to inflict Atk/Def-5 enemies and boost his damage output based on his current HP. The new axe also allows him to attack twice with no special conditions to trigger.

Ross is a close physical attacker (range = 1). Therefore, when not accounting for the Weapon Triangle, the amount of damage he deals will be equivalent to his Atk minus the foe's Def stat.
Ross' Atk is at a base 38 This synergizes well with the effects of Brave Axe+ as the weapon grants him a second strike! We recommend increasing his Atk further by inheriting a skill like Death Blow 3. Because the attacks are made in quick succession, Ross has a chance to take out his enemy without taking damage!
38 Atk, is without the weapon. If mentioned weapon is equipped, his Atk will be at 46.
Fire Boost 3 grants +6 Atk if Ross' HP ≥ foe’s HP+3. Unlike Death Blow 3, it also activates when Ross performs counterattacks, making it a goood enemy phase skill as well. However, Brave Axe does not hit twice in the enemy phase, so we believe Death Blow 3 is still the better option as specializing is very important in Fire Emblem Heroes.
Ross is a pretty easy merge so do not hesitate to merge up multiple copies of him to increase his HP when using this skill.
You can also go for Death Blow 4 if you can afford it!
Ross' Res only sits at 24 at Lv.40. This makes it easy for magic users to take him out. Be mindful of Ross' positioning in relation to magical units that can easily take him out.
It is definitely not the worst when compared to other units that do not have much in Res. However, he also has quite low Spd when using the Brave Axe+. If he receives a follow-up attack from a magic enemy, he will be most likely taken out.

Ross can be used to inherit the skill Fire Boost 3. It goes well with high-HP units and is best used with skills like Panic Ploy 3 and Infantry Pulse 3.
Ross is a Hero who can be pulled from any summon.
