When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
As a hero obtainable only through Grand Hero Battle, Fallen Delthea will always have neutral IVs by default. The only way to access IVs for this unit is through using Trait Fruits.
The best IVs for Fallen Delthea are +Spd and -Def. A higher Spd stat allows Fallen Delthea to prevent follow-up attacks against her and helps her make follow-up attacks on her own. This boosts both her offensive and survivability capabilities. Her low Def is of less importance, so it is safe to take Def as a bane.
We recommend a +Spd IV when merging Fallen Delthea to 10. This is is for the same reasons as above. At this point, her Spd will be 44 with her weapon effect. This range allows her to score lots of follow-up attacks and protect her from follow-up attacks from a lot of units too.

This build uses the effects of Death and Fury 4 to tick Delthea down within Desperation range. Pulse Smoke 3 slows the Specials of the enemy team, while Atk/Spd Solo ups her offensive power.

This is an offensive build for Fallen Delthea. Time's Pulse 3 will mitigate the Special slow on her weapon, while Special Spiral gives her further cooldown when it triggers. Stacking Atk/Spd Solo will increase her overall firepower.

The mobility upgrade alone is worth using Divine Dew to refine this weapon. The extra bonuses to all stats are a sweet bonus.

Fallen Delthea is a ranged magic attacker (range = 2). Therefore, when not accounting for the Weapon Triangle, the amount of damage she deals will be equivalent to her Atk minus the foe's Res stat.
Fallen Delthea's weapon, Death, grants her +4 to all stats when she enters. It works on both phases unconditonally, but it deals 4 damage to her after combat. The said drawback does not really hinder her much. In fact, it can help to put her into the HP requirement of Desperation 3—making her a deadly player phase attacker. Fallen Delthea's default C skill Even Atk Wave will grant Fallen Delthea and adjacent allies Atk+6 on even numbered turns. Since this C skill actually gives the bonus to Fallen Delthea and not just her allies, the combined effect of this skill and Death Blow 3 give Fallen Delthea Atk +12 when initiating combat on even numbered turns.
Fallen Delthea's Def only sits at 23 at Lv.40. This makes it easy for physical units to take her out. Be mindful of Fallen Delthea's positioning in relation to physical units that can easily take her out.

Fallen Delthea can be used to inherit the skill Even Atk Wave 3. However, you can only acquire Fallen Delthea from Grand Hero Battles or from using Heroic Grails, so think carefully before foddering her off.
Fallen Delthea is a Hero who, for a limited time, can be obtained through completing a Grand Hero Battle for the first time. They do not appear in regular summons. After the event has ended, they can be obtained by using Heroic Grails.
