+Atk/-Res

The best IVs for Takumi are +Atk and -Res. A +Atk IV helps Takumi deal more damage with his already good base Atk. Takumi's Res is so low that he's going to get one-shotted by a majority of magic damage anyways so it's okay to take as a bane.

Fujin Yumi's special effect refine replaces its old effect with 2 superior effects that grant even more mobility. You can abuse this mobility through various skills. The simplest you can do with Takumi's base kit alone is to position him in such a way that Threaten Spd is properly utilized. You can also make use of this mobility to trigger your allies' skills like Atk/Spd Bond 3. or Joint Hone Atk!

Takumi is a ranged physical attacker (range = 2). Therefore, when not accounting for the Weapon Triangle, the amount of damage he deals will be equivalent to his Atk minus the foe's Def stat.

Takumi Strengths

Can counterattack at any range

Takumi's A skill Close Counter means that he can counterattack foes from any range. Since this means he can counterattack close range foes, he does not have to worry about range when defending from an enemy attack. This is also quite a rare skill so it makes Takumi a valuable unit. Fujin Yumi grants mobility

All versions of the Fujin Yumi grant Takumi with mobility quirks that can be useful to take advantage of Threaten Spd. You can read about Fujin Yumi's special effect refine to know how to play Takumi to the strengths of Fujin Yumi. Take note that its effects require at least 50% HP so make sure to preserve Takumi's health!

Can Debuff Enemies with Threaten Spd

Threaten Spd debuffs the Spd of foes within 2 squares of Takumi. This makes it easier to score follow-up attacks for the whole team if Takumi is properly positioned. The fact that even Takumi's team mates can take advantage of this skill is what makes it good over other skills.

Takumi Weaknesses

Low Res

Takumi's Res only sits at 18 at Lv.40. This makes it easy for magic users to take him out. Be mindful of Takumi's positioning in relation to magical units that can easily take him out.
