You can start Casper, the Unhealthy Eater by completing all the requirements listed above and then interacting with the Mission Control board in the Administrative District.

Do note that while you've completed all the unlock requirements for this Basic Mission, it is possible that it may not show up on the Mission Control board since the missions are random. You can reroll missions by hopping in and out of the Mission Control board.

Step-by-Step Walkthrough

# Walkthrough
1 To start the Casper, the Unhealthy Eater basic mission, you must first clear Chapter 1 for it to show up on Mission Control. Accept the request to officially begin the mission.
▶Chapter 1 : New Los Angeles
2 After accepting the mission, your only objective is to find and slay Casper, the Unhealthy Eater.

Fast travel to West Gate Plain in Primordia you’ll need to go on foot for this one, as Skells aren't unlocked this early in the game yet. However, you can take this mission later on once you have one.
▶How to Fast Travel
3 Upon arriving at the West Gate Plain, change the clock to nighttime as Casper only appears at night.
4 Casper will be marked on the map, follow its tracks and once you defeat it, the mission will be complete.
