You can start Arms Testers Wanted (Titanium Knife II) by completing all the requirements listed above and then interacting with the Mission Control board in the Administrative District.

Do note that while you've completed all the unlock requirements for this Basic Mission, it is possible that it may not show up on the Mission Control board since the missions are random. You can reroll missions by hopping in and out of the Mission Control board.

Once you've accepted the mission, equip the Titanium Knife II on the Ground Gear menu. If you don't have it in your inventory, buy it from the Shop Terminal in the Administrative District.
