You can start House of Cards by completing all the requirements listed above and then interacting with the Mission Control board in the Administrative District.

Do note that while you've completed all the unlock requirements for this Basic Mission, it is possible that it may not show up on the Mission Control board since the missions are random. You can reroll missions by hopping in and out of the Mission Control board.

House of Cards Walkthrough

Step-by-Step Walkthrough

#	Walkthrough
1	To start the House of Cards Basic Mission, you must first clear Chapter 5 and the Yardley's Scheme for it to show up on Mission Control. Accept the request to officially begin House of Cards. ▶ Chapter 5: Ma-non Maneuvers
2	After accepting the mission, your first objective is to find the keycard on the raised area west of the Restricted Hangar Entrance in the Administrative District. ▶ Where to Find the Keycard
3	After picking up the Keycard, go to the Commercial District of the Administrative District and locate Yardley. If you open your map, his location is at the exact spot where the Basic Mission icon for House of Cards is located. Make sure to set the time in the Afternoon for Yardley to appear.
4	Talk to Yardley again, this time in the Restricted Hangar Entrance Landmark at late night (set the time around 0:00). Yardley's name will initially be marked as ??? before talking to him.

Keycard Location

Located West of the Restricted Hangar

The Keycard needed for House of Cards is located at the exact location shown in the image above, on the raised platform west of the Restricted Hangar Entrance. Like other Important Items, the Keycard is a floating orange crystal on the overworld.

Unlocks the Modify Avatar Feature

Completing House of Cards unlocks the ability to modify your avatar's appearance by using Yardley's machine. You can access the machine by fast traveling to Yardley's Hideaway in the Administrative District.
