How to Activate Tail Held High

Tail Held High is a velocity skill that can activate in the mid-race after activating 3 skills. It is simlar to Groundwork, the difference being its race stage condition.

Your best bet in activating Tail Held High is by having several skills that proc in the mid-race. Green skills are definitely out of the picture, but finding skills for the mid-race and beyond is easier. One easy example by having corner skills or uniques like Anchor's Aweigh! that activate in the mid-race.
