All-Seeing Eyes, unlike Mystifying Murmur or Dominator, affects only racers in a limited cone range. This range is the same for its lesser version Sharp Gaze, and it is increased by having Late Surger Savvy ◯.

This means this can be dodged by Front Runners (or even Pace Chasers) far enough ahead, or by End Closers who are far on the outside if they are not behind the debuffer.
