Sky-High Teio Step provides a boost in velocity if Tokai Teio is positioned 3rd or better while she has a close target to overtake on the final straight of the race. This means that there must be a runner close by and in front of Tokai Teio that she can overtake, otherwise this skill will not activate. Additionally, this skill will not trigger if Tokai Teio is already positioned 1st in the race.
