The Club Tarsus Keycard can be obtained by getting Nix to steal it from one of the guards in the club.
There are two guards in the club. The one who roams around the upper and lower floors is the guard carrying the keycard.
You do not need the Club Tarsus Keycard to progress the quest. Another way to get access to the Forged Identicard is to bluff the bouncer, talk to the bartender, and then bluff the bouncer again.
