The location of Tizlak's Valut Keycard is within the Pyke Syndicate Workshop in Toshara. You can track its location on the map through your Journal after gathering Intel about it inside the Pyke Syndicate Vault.
Pyke Syndicate Vault Intel Walkthrough
The Workshop is situated in a restricted area controlled by the Pykes. Even if you achieve an Excellent reputation with them, this area will still remain off-limits.
| 1 |  Arrive at the Pyke Syndicate Workshop and proceed inside. Climb up the staircase and head toward the door. |

| 2 |  Instruct Nix to hold the lever to the door for you, and enter the innermost part of the workshop. |
| 3 |  Command Nix to activate the conveyor, then jump on the steel box. |
| 4 |  Hop off after the steel box reaches its destination. You can immediately obtain Tizlak's Vault Keycard on top of some storage boxes in the area. |
