Jabba's Palace becomes available to enter after completing the Jabba's Favor Main Story Quest, accessible through a Fast-Travel point if you have Good to Excellent reputation with the Hutt Cartel.

Although you can Fast-Travel outside of the palace with Good reputation, the only way to enter Jabba's Palace is by reaching Excellent rreputation with the Hutt Cartel. Make sure to raise your reputation with them if you seek an audience with Jabba the Hutt!
