There are 9 Experts in Star Wars Outlaws. The first expert Bram the Bartender is unlocked automatically after completing the prologue (Beginnings and Outlaws) and will be located in Canto Bight.

Complete Expert Intel Chains to Unlock Them

To find the other Experts, you need to complete their Intel Chain first before locating them. Even if you go to their location directly without completing the Expert Intel chain, you won't be able to interact with them. Expert Intel chains are unlocked simply by progressing Main Quests.

All Intel Locations and How to Unlock

Last Expert is unlocked after collecting 5 Transmissions

The expert you might unlock last is The Veteran, since its unlock condition is not tied to the main story. To unlock The Veteran as an Expert, you need to collect 5 CIS Transmissions in space before ND traces the signal to Akiva, where you'll locate The Veteran.

Pictured above, Transmissions have a unique look for floating cargo in space, so you should easily spot them when you're near. They don't need to be blown up to obtain the contents within, but they are pinged by your sonar when activated in space.

What are Experts?

Unlock the Ability Groups for Kay

Experts hold the groups of abilities that Kay can unlock. You first need to find the Expert and complete their singular Expert Quest before you have access to the abilities in their group.

2 Expert Quests are required by the main story—that of The Mechanic and The Scavenger—since their abilities are needed to access story areas. The rest are optional side content but its recommended you unlock them as soon as possible to gain access to different combat, stealth, and utility abilities.
