This choice occurs during the syndicate quest, The Traitor. Note that initially, the quest is called Pyke Syndicate Opportunity, it will transition into The Traitor after the cutscene and choice you make with Gorak's ring.

Star Wars Outlaws Give or Keep the Ring Choice

There is no consequence for keeping Gorak's ring, as it has no bearing on any faction reputation nor does it affect the story, so it's better to keep Gorak's ring so you can sell it afterward. Gorak's Ring is sold for 500 Credits at base price.

If you're willing to wait to earn more from selling Gorak's Ring, you can hold off until you reach Tatooine in order to unlock the Hotfixer Ability, M'gasha.
