You can find Dokk's Vault Keycard at a Hutt Outpost in the Great Chott Salt Flat, Tatooine. You can track its location on the map through your Journal after gathering Intel about it, associated with the Mos Eisley Hutt Cartel Vault.

The Hutt Supply Camp is situated in a restricted area controlled by the Hutts. Even if you achieve an Excellent reputation with them, this area will still remain off-limits.

 Head over to the Great Chott Salt Flat in Tatooine and take out two Hutt Cartel members at its entrance. Proceed inside and slice the data port to unlock the gate, then ride the turbolift upward. |

 Take down the Hutt Cartel member standing guard inside the room, then lockpick the gate. |
