The Smuggler Camp Intel is resolved by heading to the Decrepit Starport in the Western Dune Sea. Players can then clear the Hostiles and open the treasure in the main courtyard, as well as the one hidden behind a grate, where Kay will need a Fusioncutter.

Smuggler camp is at the Decrepit Starport in the Western Dune Sea just west of the Imperial Terminal. You see buildings if you approach the rock from south west, and the smuggler camp was approved when I went toward it.
