You can find Elo's Vault Keycard at a Pyke Outpost in Stormhollow, Akiva. You can track its location on the map through your Journal after gathering Intel about it, associated with the Myrra Pyke Syndicate Vault.

How to Get Elo's Vault Keycard
Steal From the Pyke Outpost
| 1 | Sneak Into the Outpost |
|---|---|
 Head east from the Pyke Crystal Mine and climb up the cragged rock at the rear of the outpost. Take down the Pyke member stationed at the top and continue to your right. |
|
| 2 | Take Down Enemy and Turn Off Camera |
 Take down the shielded Pyke member and command Nix to turn off the camera inside the building. |
|
| 3 | Steal the Vault Keycard |
 You will find Elo's Vault Keycard on top of a metal box at the end of the room next to some empty containers. |
