This choice occurs at the end of the syndicate quest, Gunrunner. The choice is prompted upon successfully clearing the area and taking out all of Zerek Besh's troops.
Sending the weapons to Zyssyk will significantly increase Ashiga Clan reputation and significantly decrease your reputation with the Hutt Cartel.
Returning the weapons to Jabba will do the opposite, and you will earn an extra 1000 Credits.
It is better to send the weapons to Zyssk as you will significantly increase your reputation with the Ashiga Clan.
The Ashiga Clan has a better maximum reputation reward, as their Faction Gear is the Kijimi Explorer Set, which gives various effects that greatly improve Kay's stats.
But, if you have not finished the Main Quests in Tatooine, you might have a hard time infiltrating the Hutt Cartel Districts if your reputation with the Hutt Cartel is bad. In this case, it would be a good idea to return the weapons to Jabba.
