Giving the Strand to Krisk or the Queen occurs near the end of the main quest, The Hive.
Giving the strand to the Queen significantly increases your reputation with the Ashiga Clan. But, a significant decrease in reputation for the Crimson Dawn.
If you give the strand to Krisk instead, your reputation with the Ashiga Clan will not go down and you will get a significant reputation increase with the Crimson Dawn.
Giving the strand to Krisk is the better choice since you will not get a reputation decrease for any of the factions involved. But, you will get a significant reputation increase for the Crimson Dawn.
If you decided to give the strand to the Queen and got a reputation decrease for the Crimson Dawn, you can always do contracts or syndicate quests to bring it back up!
