You can avoid starting the Intel by fast-traveling immediately to Jaunta's Hope while the game flashes The Slicer's quest complete banner. Doing this will prevent Aila Bren from contacting you about a terminal to practice on, hence bypassing the Intel altogether.
While this does not directly fix the bug, it will prevent players from having a completed Intel marked as "Incomplete" in their journal until a more concrete fix in future updates.
Bypassing the Intel or having it marked as Incomplete in the journal after completing it does not prevent players from progressing The Slicer Expert abilities. This Intel primarily functions as an Advanced Slicing tutorial and does not grant rewards upon completion, nor does it have any significant impact on the story.
The Intel unlocks after receiving a call from Aila Bren, who recommends a terminal for you to practice on. This occurs after you've acquired a slicing kit from her contact at Makal's Gambling Parlor and completed the Expert Quest.
