To upgrade parts of the Speeder, players will need to visit a Speeder Mechanic. They can be found in multiple locations, such as in Jaunta's Hope or in Sashin.

Use Materials and Credits to Upgrade

Star Wars Outlaws - Speeder Part Upgrade Cost

Speaking to any Speeder Mechanic will open an interface that allows players to upgrade their Speeder. Upgrading each part of the speeder will cost Credits and Materials, but will in turn improve various attributes of the Speeder.
