You can find Garfalaquox's Vault Keycard at the Hutt Barracks in the Great Chott Salt Flat, Tatooine. You can track its location on the map through your Journal after gathering Intel about it, associated with the Mos Eisley Hutt Cartel Vault.

You can find Garfalaquox's Keycard inside the barracks on top of machinery, hidden from the entrance's view behind some storage pellets.
Since the Hutt Barracks is heavily populated with Hutt Cartel members, stealth may not be a feasible strategy so we recommend fighting your way through the area. Although this will decrease your reputation with the Hutt Cartel for causing disruption, the loss will not be too significant.
