Eleera's Vault Keycard is located in the Crimson Dawn's Hideout in Toshara. You can track its location on the map through your Journal after gathering Intel about it inside the Crimson Dawn Vault.

How to Get Eleera's Vault Keycard

Sneak Into the Crimson Dawn Hideout

The Crimson Dawn Hideout is situated in a restricted area controlled by the Crimson Dawn. Even if you achieve an Excellent reputation with them, this area will still remain off-limits.

Step 1 - Go Down the Restricted Area
Go to the Crimson Dawn Hideout in Toshara. Tracking the quest in your Journal will lead you to an elevator. Use it to go down.

Step 2 - Eleera
You will then enter an empty room. Eleera's Keycard will be located on a table to your left.
Bonus - Loot the Chest Nearby for a Speeder Material
Don't forget to loot the chest nearby for a Speeder material, the H-M Engine Power Core.

Step 3 - Escape (Crimson Dawn Members will be outside)
Once you got the keycard, you can go back up the elevator to escape. However, there is another area beyond, with 4 faction members. You can sneak around them and loot the chest inside the shuttle, which will contain the Anaxes Ruffian Jacket.
