You will need to complete the Hardlypool Region story to get the Mermaid Moon in Dragon Quest 7 Reimagined (DQ7). Read on to learn how to get the Mermaid Moon, its location, and its effects.

How to Get the Mermaid Moon
Complete The HardlyPool Story
You can find the Mermaid Moon inside a treasure chest at the Wetlock Treasure Room, but you will not be able to access it until you complete the Hardlypool questline.
If you go to this area before completing the story, the gate will be locked and surrounded by electricity.
Talk to the Guard to Unlock the Gate

After completing the Hardlypool story, use the raft in the northwest side of Wetlock to access the Treasure Room. When you enter, talk to the guard in front to unlock the gate for you. You will then be able to get the Mermaid Moon alongside a Grey Fragment.

How to Use the Mermaid Moon
Show to Honore's Maid in La Bravoure (Present)
If you show the Mermaid Moon to Honore's Maid in La Bravoure (Present), she will tell you to where she hid the real Magic Carpet. Interact with the area behind the church to reveal the hidden stairs to the Cellar. Go down into the cellar and open the treasure chest beside the maid to obtain the Magic Carpet.
If you have not yet encountered the Maid, you will need to first talk to Honore, who you can find at the tavern arguing with the barkeeper. This will start the questline, and once you complete the story, you will be able to use the Magic Carpet to travel to places.
Equip to Get +40 Charm and Cure Confusion
Equipping the Mermaid Moon to your accessories will give the user +40 Charm, and can even be used in battle to cure a party member's confusion.
