Seeds of Proficiency can be won as prizes for participating in the Buccanham Battle Arena battles.
In addition to the necessary Gold Fragment, the Testy Road activity will award a Seed of Proficiency for winning within 50 Turns.

How to Use Seeds of Proficiency
Raises Vocation by 1 Level
When used, a Seed of Proficiency raises the level of the user's current Vocations immediately.
Because Seeds of Proficiency can be so valuable in leveling up Vocations, they're fairly rare and hard to find. They're only available from specific locations, and to our knowledge, they cannot be farmed from random drops. Choose wisely when deciding which character gets a Seed of Proficiency!

Given that certain Advanced Vocations can take huge amounts of Proficiency Points to level up, Seeds of Proficiency are great for reducing the amount of proficiency grinding needed to unlock the most powerful vocations and skill combinations.
How to Level Up Vocational Proficiency Fast
Use Seeds of Proficiency While Moonlighting!
When used while equipping two Vocations via Moonlighting, the Seed of Proficiency will cause both Vocations to level up.
To maximize the impact of each Seed of Proficiency, make sure to equip two underleveled Vocations before using one, so that both will improve at the same time. This is a great way to put the finishing touches on a high-end build using Advanced Vocations.
